Newark Airport Public Workshops – Oct. 25th and 27th 2016

As an elected official who represents the EWR Airport study area and/or its surroundings, we wanted to share with you important information about the upcoming two public workshops. Public workshops are an important component of the Part 150 Studies and are used to communicate and educate the public about the study process and findings; and give the public an opportunity to provide vital input. The workshops will include guided displays that present information regarding the Part 150 Study process, the project schedule, noise metrics, methods used to quantify aircraft noise exposure, and the draft Noise Exposure Maps for Existing Conditions (2016) and Future Conditions (2021).

The workshops will be held in an “open house” format in order to provide the public with the maximum opportunity for one-on-one interaction and sharing of information and concerns. The public may attend the workshops at any time during the three-hour open house.

The Port Authority has embarked on its first ever Part 150 Studies for their airports in New York and New Jersey. There are four separate studies in progress for JFK, LGA, EWR, and TEB.

Part 150 regulation provides a vehicle for airport operators to undertake studies that provide the public with information about existing and future non-compatible land uses around airports and to create measures that reduce and prevent the introduction of new, non-compatible land uses. A non-compatible land use is the use of land that is impacted by aircraft noise in excess of Day Night Level (DNL) 65 decibels, the thresholds established in Part 150 regulation. Part 150 studies involve the creation of Noise Exposure Maps and Noise Compatibility Programs.

· A Noise Exposure Map (NEM) is designed to clearly identify an airport's present and future noise patterns and the land uses, which are not compatible with those noise patterns.

· A Noise Compatibility Program (NCP) shows what measures the airport operator has taken or proposes to take to reduce and/or prevent the introduction of non-compatible land uses within the area covered by the airport’s NEM.

Part 150 Studies vary in duration depending on a number of factors including, but not limited to, the complexity of the airport operations and local airspace, availability of data, the public outreach process, and agency review pe­riods. The current estimated duration of EWR Airport’s Study is approximately three to four years. The PANYNJ is com­mitted to taking the time required to provide the FAA with NEMs and an NCP for these airports that meet requirements of 14 CFR Part 150.

To date, much of the focus of the two Studies has been on the collection and verification of data and the development of the Noise Exposure Maps (NEM). The HMMH Study Team (Study Team) worked closely with the FAA and the PANYNJ to col­lect and review runway usage data and to develop flight tracks, which most accurately represent how aircraft are currently flown at EWR Airport. Per the Part 150 regulations, the Study Team also developed a five-year forecast for con­ditions at EWR for the year 2021, which will account for the types and number of aircraft that are expected to be flown and any changes to the airspace around these airports that would affect where aircraft are flown in the future. All of this information was used to develop the noise con­tours for the NEM. The Draft NEM was sent to the FAA for review this summer (2016). After submittal of the NEMs, the Study Team, in coordination with the PANYNJ and the Technical Advisory Committee (TAC), will begin to develop the NCP, which will identify specific approaches and strategies to reduce noise exposure to identified incompatible land uses.

The NEMs that have been developed for the Part 150 Study include a 2016 map showing existing conditions and a 2021 map show­ing future conditions. They depict DNL noise contours and will serve as the basis for the next phase of the Studies, the Noise Compatibility Program that will explore operational, land use, and administrative measures to minimize aircraft noise exposure.
